The folder list in the new Outlook for Windows and Outlook for Web experience is undergoing some UI changes to make it easier to read and navigate.

When this will happen:

This feature has begun rollout and will be fully available be early October 2023.

How this will affect your organization:

Links that were previously under folder groups in Outlook such as add new folders, are under the context menus for those sections instead. 

To create a new search folder, for instance, click on the section header for Search folders. To open a shared mailbox, click on the account name or the Shared with me section header to get to the option in the context menu, or from the context menu of the mailbox name click on Add shared folder or mailbox.
